There is another incident, the Palay airbase op, where Dixit requested the base to be fully fortified with Indian troops to prevent the “extradition” of LTTE cadre to Colombo (this cane after his discussions with RG in Delhi) but General Harkirat (maybe rightfully) reminded him that he’d accept orders only from the GOC-in-C of the Southern Command.
The problem was that while the General was right to stand his ground, the ground realities didn’t permit the kind of time needed to route orders through proper channels.
